No one doubts that we live in a highly interconnected world. Near real-time data and information from around the globe informs us as never before.  The rapid melding of operational and information technologies allows us to remotely perform tasks such as controlling home thermostats and checking to see if our refrigerator is out of milk, each at a click or swipe of a smart device.  As the U.S. continues to move towards the increased use of clean energy sources, which are efficient and cost-effective, several opportunities and challenges exist in achieving near and long-term goals.  This presentation lends insights into opportunities and challenges that the U.S. faces in developing next generation energy infrastructures.

Dr. Richard A. “Rick” Raines, is the Director, Electrification and Energy Infrastructures Division, Oak Ridge National Laboratory (ORNL), Oak Ridge Tennessee.  He is charged with leading and managing the research and development efforts of 150 scientists, engineers and staff focusing on energy systems electronics and cyber-physical systems development and analysis.  He previously served as the Director for ORNL’s Cyber and Data Analytics Initiative, developing new data analytics/cybersecurity research and development thrusts while maturing existing ORNL research capabilities and partnerships.

Prior to joining ORNL in March 2013, he served as the founding Director, Air Force Cyberspace Technical Center of Excellence (AF CyTCoE), DoD Force Transformation Chair, and Professor of Electrical Engineering, at the Air Force Institute of Technology (AFIT), Wright Patterson Air Force Base, Ohio.   There he led Air Force efforts to promote collaboration between cyberspace education, training, and research organizations within the AF and across the nation, and to advocate for their advancement in support of national security objectives; while developing Air Force and DoD leaders in cyber operations expert in the use of doctrine, techniques, and technologies ensuring dominance and superiority in cyberspace.

Dr. Raines was the founding Director of the Center for Cyberspace Research (CCR), a National Security Agency and Department of Homeland Security Center of Academic Excellence, Air Force designated Cyberspace Technical Center of Excellence, and a National Science Foundation CyberCorp institution.  Dr. Raines has served as a Senior Mentor to the Commander, Air Force Cyberspace Command (Provisional), served on the U.S. Government Interagency Coordinating Committee representing 30 academic institutions conducting cyber security education and research, and has served on numerous federal cybersecurity policy and R&D working groups.  He has authored or co-authored more than 150 technical and strategic publications in the areas of computer and satellite communications, communications theory, vulnerabilities of communication systems, and cybersecurity.  In 2007, he was inducted into the Association of Old Crows’ Hall of Fame for significant and lasting contributions to Information Operations.   He was the 2008 recipient of the Air Force Science and Engineering Educator of the Year award.  Dr. Raines is a retired Air Force officer.  He is a Senior Member of the Institute of Electronics and Electrical Engineers (IEEE) and a member of Eta Kappa Nu and Tau Beta Pi engineering honor societies. Dr. Raines is a Professor Emeritus at the Air Force Institute of Technology and hold a Joint Faculty Appointment at the University of Tennessee Knoxville.

Dr. Raines earned a Bachelor of Science degree in Electrical Engineering from The Florida State University, with honors.  He earned a Master of Science degree in Computer Engineering from AFIT, and a Ph.D. in Electrical Engineering from Virginia Polytechnic Institute and State University.
